Higher Education Emergency Relief Fund (HEERF) Report for Student Portion of CARES Act Funds

Erie 1 BOCES has signed and returned the certification and agreement forms and intends to use the funds to provide at least 50% of the emergency financial aid grants to students.

Funds Available to Students
The total amount of HEERF I funds available to students = $288,635
Total Number of Students Preliminarily Eligible to Apply for HEERF I funds = 367

Funds Approved and Disbursed to Students
Amount distributed to students as of date of June 10, 2021 = $288,635
Total Number of Students Approved for HEERF I funds = 364
Total Number of Students Disbursed HEERF I funds = 364
Emergency financial aid grants to students can be used for expenses related to the disruption of campus operations due to Coronavirus (including eligible expenses under a student's cost of attendance, such as food, housing, course materials, technology, health care and child care).

Policy for Determining and Awarding HEERF I Funds

  1. All students enrolled in an eligible Title IV program (Barbering, 1,000 hour Cosmetology, Electro Mechanical Maintenance, Esthetics, Licensed Practical Nursing, Medial Billing Clerk) as of March 16, 2020 were mailed a Student Survey and W-9.
  2. The Financial Aid Specialist reviews all returned Student Surveys for eligibility. Eligibility is based upon guidelines provided by the Department of Education. Student must:
    • Have experienced hardship related to his/her educational experience due to COVID-19
    • Be eligible to apply for Federal Student Aid
    • Student must not have been dismissed from their program due to unsatisfactory progress
  3. Ineligible students will be mailed a letter explaining the reason he/she is ineligible.
  4. Students who are preliminarily eligible, but do not respond, will be sent a follow up email and all attempts to contact them will be made.
  5. Emergency fund checks will be sent to students in a standard check batch process once a month on a first come, first serve basis.
  6. The amount of the emergency grant is $800 per eligible student. This amount was determined by the dividing the total number of preliminarily eligible students (367) as of March 16, 2020 by the total amount of HEERF funds available to students ($288,635) and rounding up.
  7. Any unused HEERF funds will be continued to be offered to eligible students starting an eligible program after July 1, 2020 on a first come, first serve basis.

Policy for Awarding HEERF II Funds

  1. A class list (List A) was compiled for each Title IV eligible program (Barbering, Cosmetology, Electro Mechanical Maintenance, Esthetics, Licensed Practical Nursing and Medical Billing Clerk) containing the names and mailing addresses for all students who: (1) had graduated between January 1, 2021 and February 15, 2021 and, (2) were currently enrolled as of February 15, 2021. These class lists were pulled from Xenegrade, the enrollment management system used by the Workforce Development Division.
  2. A Pell transaction report (List B) was then pulled from Xenegrade for each class list (List A) and compiled, which identified each student on that class list who received a Pell grant during his/her enrollment period.
  3. Each original class list (List A) was then separated into two subsequent lists of Pell eligible (List A1) and non-Pell eligible (List A2) students.
  4. All Pell eligible students (List A1) were then compiled into a single spreadsheet (Spreadsheet 1) and all non-Pell eligible students (List A2) were compiled into a second, single spreadsheet (Spreadsheet 2).
  5. Pell eligible students were mailed a letter notifying the student of approval for an $800 financial grant under Erie 1 BOCES’ CRRSAA or HEERF II student allocation. $800 was determined to be the maximum award amount based on what was previously awarded to students under the CARES Act or HEERF I.
  6. Non-Pell eligible students were mailed a letter notifying the student of approval for a $500 financial grant under Erie 1 BOCES’ CRRSAA or HEERF II student allocation. $500 was determined to be the minimum award amount since: (1) HEERF II prioritizes students with exceptional need, such as Pell grant eligible students and, (2) this amount allowed us to provide awards to the maximum number of students based on the CRRSAA or HEERF II student allocation amount received.
  7. The student letters provide a direct contact person for any changes needed to mailing addresses.
  8. Spreadsheets 1 and 2 were provided to the Business Office for issuance of payments.
  9. Any mailing address changes will be immediately reported to the Business Office by email.

Erie 1 BOCES has signed and returned the certification and agreement forms and intends to use the funds to provide at least $767,232 to students.

Funds Available to Students
The total amount of HEERF III funds available to students = $767,232

Funds Disbursed to Students
Amount distributed to students as of December 6, 2022 = $767,232

Financial aid grants to students can be used for expenses related to the disruption of campus operations due to the Coronavirus (including eligible expenses under a student’s cost of attendance, such as food, housing, course materials, technology, heath care and child care.)

Policy for Awarding HEERF III Funds

  1. As of July 1, 2021, the same procedure used to award HEERF II funds to students in Title IV eligible programs will be continued to award HEERF III funds to students. Pell eligible students will receive an $800 award. Non-Pell eligible students will receive a $500 award.
  2. In addition, all students who enroll and begin a full-time, non-Title IV program as of July 1, 2021 will be eligible to receive a $500 award. All students who enroll and begin a part-time program as of July 1, 2021 will be eligible to receive a $250 award. HEERF III has been expanded to include students in non-Title IV programs.
  3. Students will be mailed a letter which will include an explanation of HEERF III funds, allowable uses for the funds and the amount of the award they will receive. Letters will be mailed monthly to all students who enrolled and began a program in the previous month.
  4. At the end of the month a list of student names, addresses and award amounts will be sent to the business office for generation of checks. Checks will be generated following this process until all HEERF III funds have been liquidated.
